We Take Care of Our Own

Invite all your on-air clients to a breakfast meeting. The theme; because you've been a good customer, we want to enter your company into a lottery where you can win a double schedule for a week. Each client gets one chance for each hundred they're spending weekly. (Or whatever formula you decide.) Pull four names - one each week of the month. Give away one schedule a week - as long as the inventory is there. Because of the current malaise, I'd do this every other month. Make it a big deal and be fair. Example, have a local clergy person do the picking and have a rah-rah local business speaker.
These are just my ideas and sample conditions, so play with this to make it work even better for you. You might have a couple advertisers win each week. Just remember, not too many rules and conditions - but make it a super-attractive deal for them.
(Shhh. It's just one big sales call - keeping your customers closer to you than anybody else.)

Virtual Job Fair

Haven't sold the big banner on your webpage? How about a skyscraper you're currently bonusing? It's a great place for your link to a splash page called Virtual Job Fair. List some good info, like, how to do an app, resume and cover letter. That info is available all over the net. Send your listeners there. There aren't many mainstream advertisers seeking to advertise to the unemployed. But some are.
Who Buys Sponsorships to the Virtual Job Fair? Here's just one source - Craigslist. I went through Craigslist - Phoenix curious to see if there were any decent jobs available. There are more jobs than I could count (easily a couple hundred) spread across 32 categories. Please understand that these jobs are not $250,000 per year, Vice-President of Looking Out the Window. Most of the sales calls are cold-call, commission only - but they are jobs that people would be grateful for at the moment.
Another Tip Select the categories that are fat right now; medical, accounting, bio tech/science, internet, retail. Find the ones listed by actual companies - they're good candidates for co- sponsorship of the Virtual Job Fair. Sell them as classified - but fewer large ads - rather than many small newspaper-type classified. Create the rate from your average invoice. You only need twenty or thirty to make some significant extra money.
PS. Have more categories on the page like Vet's Division, Temporary Division, Day/Hourly Division, Work-at-Home Division etc.
